Not even in the games either. It's directly confirmed that there's more towns, routes, and gyms than the player sees and what's available in the game is just the path that specific character took in the story. Even SWSH in-game says they have a gym for every type and just use a ranking system to annually decide which ones are major league and minor league.

        When?
        >Even SWSH in-game says they have a gym for every type and just use a ranking system to annually decide which ones are major league and minor league.
Yes, in Galar, a region with a distinctly different gym and league system than other regions we've seen.

          >When?

BW2 has several towns and routes you couldn't access in the original games, but obviously those places already existed.

If Kanto was as small as depicted in-game, no one would be able to live there. Think.

There's more than 8 gyms, 8 is just the number of badges you need to enter the league.

It was a plot point there are more than 8 gyms in kanto a few times. Like when the Scyther and Electabuzz buttholes are fighting to open a new gym in their town. Or when nobody can find Blaine's gym, so all the trainers just skip it (Misty even outright says there are lots of other gyms Ash could go to instead).

BW also had the BW2 gyms existing at the same time as the BW ones, so Unova had two Water-type Gym Leaders (Cress and Marlon)

You know what my absolute favorite thing about this shot is? Gary had a brief cameo in the episode RIGHT before Ash got to Vermilion City, so we know he was in the area. That implies he got his ass kicked by Surge and ran off with his tail between his legs.

    t. people that hate any trace of additional world-building to 8 bit game boy games that make the world feel bigger and more lived-in

when you follow the games too closely you get an absolutely moronicly tiny sense of scale like this in adventures

Sorry but that's just completely wrong. The source material of a video game is always more comprehensive-, and often different from, the story in the game itself. And, as you should know by now, video game writers aren't exactly tolkiens or kafkas. Most video games benefit from cutting out much of the story elments and world design because those would both detract from the game's quality, and the perceived quality of its writing.

Saffron has 2 gyms, the official Pokémon League one (Sabrina's) and the former one that she dethroned. Can simply assume there are a few Unofficial Gyms lying around.

    >Kanto only has 8 gyms
Not in the anime. Remember that one guy with a sandshrew that got 100 wins in a row in order to qualify as a gym leader? Gary probably went to new, inexperienced gyms and just destroyed them for easy badges.
