Didnt lie about radiant AI but they had to tone it down alot to the point they barely did anything anymore because the AI fricked over the game. Turns out when you tell the AI to act independently and profit on non scripted events they'll end up stealing and murdering each other breaking questlines and all that shit.
Josh Sawyer said that they had to deal with npcs trying to kill ED-E because Oblivion radiant AI in the game coded him as a piece of meat and they were hungry.
