Putting Civ IV as the best is also somewhat disingenuous given that this is a 4X list, which doesn't mean that Civ 4 isn't a really good game, if not a contender to the best 4X game, but it's sort unearned when most games on this list are hardly 4X games.
Why put games on this list which aren't 4X just to rate them low because they're not, well, 4X games - not like Civ, *the* 4X game.

I definitely think Endless Legend at least deserves a B.

Can't speak for him, but I dropped endless space 2 and never picked it up again when I found out about the system limit. How am I supposed to wage an offensive war in a galaxy with something like 200 systems if I can only hold 11 without penalty. If you raze, then it turns into endless whackamole.
Yes I know there's the +1 building but you need an insane amount of luxuries to actually spam that.
Also removing the story victory that endless legends had. Why?
The expansion limit is a soft cap, not a hard cap. It's only a -10 approval penalty per extra system, which may seem harsh but becomes easy to make up for with more tech as long as you don't expand TOO fast. Unless you're playing Hissho, but in that case you knew what you signed up for.
I mean, the systems are half assed and slapped together without consideration of their interaction. The factions are all one note and uninspired. Dozens of customization systems that might as well be placebo for how little they effect the game. Constant annoyances to distract you from it's shallowness.

No, it's just a vehicle to sell endless DLC to mindless 40k drones. The only good thing about it is that unlike many 4x games all of the factions actually have somewhat different gameplay, but it's all far too shallow to really mean anything and the combat which is supposed to be the focus of the game is entirely braindead.

endless space 2 is probably the best paced 4X I have ever played, my only criticism would be that it's almost TOO streamlined to keep the action going. if you know how to play it there is never downtime.

It has automation for everything so unless you turn it off the game will play itself.
I think a lot of people get bored fast when your just waiting for numbers to go up.
You can manage everything a lot better than the AI though so really you should just leave whatever disinterests you on automate
