Honestly it would probably making racing games more interesting as now instead of defined tracks it is destination based, and a lot more akin to street racing instead of sanctioned tournaments. You would literally have to personally scout routes and learn the map instead of following a defined track, could take it up another level by making traffic and construction screw with the obvious routes forcing knowledge of side routes into play.

NFS works in that sort of setting because it's about street racing, so obviously it can take place on regular streets and you can just patch races into the map. F-Zero only works on heavily customized and extreme tracks full of loops, jumps, cones etc. and races would be boring as shit on any map normalized enough to be functionally open world.
Initially I cringe when I hear open world version of old game series but when you think about it, its not too hard to envision.
If I was doing an open world f zero I would make a much larger version of the hot wheels expansion in forza horizon 3 and give it an f zero skin to make it look the part. Would probably be cool.
