how exactly do you transport fricking limestone in a world which has no vehicles and no functional roads? do you transport tons and tons of rock on those shitty two-headed cows?
Do you think the NCR just walked all their troops and supplies to Nevada? There's a working car in 2, not so far fetched to assume there are trucks as well.

if they can manufacture working all-terrain vehicles then they can certainly manufacture military equipment like heavy MGs, artillery and so on - and yet the game has you deal with the boomers because they were the only faction with that kind of stuff available (outside of maybe enclave/bos, but those were minor in NW)
the entire conflict with the legion wouldn't make any sense when they could just set up a small outpost and shell the frick out of them from a safe distance

(primitive) artillery is even simpler to manufacture than a shitty truck - it's literally a thick metal pipe with two wheels
and you don't exactly need some super-duper advanced artillery to kill dudes that refuse to [widely] use any technology that wasn't available in ancient rome

That's because they're better conditioned to fight that way. NCR's troops were in terrible shape before the Courier meets up with them. Didn't they move a large bulk of their special troops to Cali because the senators over there wanted more bodyguards for their brahmin?

You're applying real world logic to an RPG anon. Lanius is a renown and feared warrior and he swings a bumper at people. Melee is a viable means of war in universe.

Secondly I think it's silly to assume anyone could manufacture weapons like that at that time, otherwise the gun runners would be doing exactly that.
Lewis says that they use the limestone to fortify the Dam if you ask him what the NCR does with it. If you clear out Quarry Junction and resolve the hostage crisis at Boulder City, you'll start to see caravans trek back and fourth between the two locations.

Vanilla I think the first 2 games are better but modded NV is pretty good. I can't ever play it without the fo4 loot menu and recoil/crosshair mods.
