PC is the main platform in Asia outside of Japan, it's obviously going to attract many gamers with tastes similar to the Japanese.
Nowadays non-Nintendo consoles are for the latest western AAA movie game from Sony and nothing else.
No one really plays fightan. People just get constantly baited into buying them by character design and then drop the game after one week. Only genre autists that play fighting games for 20 years remain, shit completely on the few newish people left and cause them to leave as well and it's back to Discord. The absolutely most popular stuff like Tekken (more players on PC than PS4 btw), SF and MK are the exception due to sheer popularity of the brands.
I'd buy this game but I have 0 knowledge of this game's lore. I remember watching an anime about this and the only vague info I know is that one of the MC is able to cut through shit like butter and the blonde is a vampire.
If you read the original Tsukihime (which is readily available for free) you'll more or less be on the same page as the rest of us, seeing as the new one isn't translated yet.

No cross play killed it on ps4 and xbox. Also the lack of a physical release unless you import.
Best to grab it on PC before it becomes a discord fighter in a month.
