It's safe if you're a israelite emulator and live in the gated israelite communities. If you're a government employee, you'll only be subject to that every so often. If you're a normal person, you can only afford to live in these kinds of environments. What I described is par to course in about 1/3 of the city and over 1/2 of the greater area.
There's no such problem in rural areas, but then you have meth heads and roaming armed drunk indian troops looking for easy loot.

According to the biblical tradition the absence of work -- idleness -- was a condition of the first man's state of blessedness before the Fall. The love of idleness has been preserved in fallen man, but now a heavy curse lies upon him, not only because we have to earn our bread by the sweat of our brow, but also because our sense of morality will not allow us to be both idle and at ease. Whenever we are idle a secret voice keeps telling us to feel guilty. If man could discover a state in which he could be idle and still feel useful and on the path of duty, he would have regained one aspect of that primitive state of blessedness. And there is one such state of enforced and irreproachable idleness enjoyed by an entire class of men -- the military class. It is this state of enforced and irreproachable idleness that forms the chief attraction of military service, and it always will.

I disagree. I can easily spend the day in a shade under 40ºC as long you have plenty of water.

                Anonymous

I actually think it's a bit more than in your mind, and physical adaptation is a thing, but it truly is something that all humans can adapt to if they want to. 40C with 80% humidity is nothing if you're used to living in these conditions and are too cheap for AC. -40C is a lot more troubling, but is still something you get used to provided proper clothing.

Compare when they're over 100... then consider that if you're in a hole all the time as OP described, that there's a high risk of heat rash in the low humidity zone.
