Rhydon was designed first, before the concept of evolutions was a thing. It may or may not have been a redesign of an earlier Capsulmon, Gyaoon - the same thing those 'Rhydon' statues you see all over the place in Gen 1 and 2 are actually depicting. Rhyhorn came later, after the rehaul from Capsulmon into Pokemon and after both the idea of evolutions and the reordering of the Pokedex happened.

I've never played a nu-pokemon game because the 3ds and switch games were bad but they do have occasionally good designs. I like gen 8's cross gen evolutions. Ursaluna is nice and Obstagoon is really nice.

I have always been convinced the final Lickilicky design we got started out as a pre-evo for Lickitung along with the other gen IV babies like Munchlax and Happiny, but was turned into an evolution instead for some reason. Design-wise it looks much more like a baby of Lickitung.
