dang i remember this and the armored truck being rare as hell. i do believe they eventually just spawned and i dropped what i was doing to gnab them. also if you didnt already realize it, when you are driving a rare vehicle, they will spawn much more often. so dont feel bad if you find several more once you finally get one.

This was super frustrating until I realized that this is how the game works. For a game where one of the side missions requires you to look for rare vehicles and sometimes you'll spend a lot of time looking for them, it feels like trolling that when you finally get one, they'll be everywhere. On the bright side, if your vehicle gets damaged on your way back to the garage you can replace it easily.
Interestingly, as different as GTA IV is, this was kept somehow. For example if you go to the airport and get one of the vehicles there, a Ripley, you'll start seeing them all over Liberty City in areas where you'd usually never see them.
Its been that way in every gta game. Not sure why having a bigger pool would bog the performance down but they always had a set cache of vehicles that will spawn with each other when driving around. Was a huge disappointment when playing gtav for the first time and seeing 20 of the same cars on the same street.
On the mission "I Scream, You Scream" you can kill the mafia guys with a gun instead of blowing up the truck. You'll still pass the mission and you can drive the ice cream truck after that.
What I usually do is start the firefighting missions. It may be a placebo, but it seems to spawn unusual vehicles quite often compared to their usual spawning rate.
I am also pretty convinced that game is doing something funky with the spawn rates of vehicles you need. I've had it spawn the same vehicles like 4-5 times immediately after I found one more times than I could consider it a coincidence. As far as I can tell it happens only to those more special ones, like the convoy truck etc.

I've read somewhere that it might have been caused by game minimizing memory usage by loading only a subset of car models, that it would later spawn and obviously the one you're currently driving being one of them.
Yeah to save memory the game is more likely to spawn cars that are already loaded in memory, which is really blatant with some of the more distinct cars like the ice cream truck that are supposed to be rare. All the PS2 GTAs work like this as far as I'm aware.
Look around the italian mafia turf, especially around Salvatore's mansion .
