Photo modes can actually be really tricky to implement.
The way the photo modes affects rendering can result in bugs or crashes if done sloppily. And for certain games, developers are also concerned about the camera freedom being allowed to see shit it isn't supposed to see (talking about out of bounds and peeking at stuff ahead of time and such, not panty shots or whatever).
it's not all about breasts and ass. it has an actual story and hard work put into making it. people like you are the reason why this game is having issues.

I ignored it for the longest time, only recently I saw the appeal with the tomb raider remaster. I took a few cool shots to post in the threads that we were having daily back then, it was fun. I also captured some of the game's beautiful sky boxes to use as comfy backgrounds on the Xbox dashboard. Photo mode is cool.
I only ever used it in Atelier Firis for comfy adventuring screenshots, it just felt right. And then in the next game I once again basically forgot it existed.
