Why is HL1 even as fast as it is in the first place? The environments are too cramped, it makes platforming tedious, the hitscan enemies means you aren't dodging projectiles with your speed anyway. HL2 is 95% as fast as HL1 is it just gives you a sprint button.
Because that movement speed was the norm for FPS games like Quake during that era, and Half Life inherited that.

The movement speed was fast because those engines were built around multiplayer death match using a mouse and keyboard. If players moved too slowly they weren't a challenge for other players to hit.
It really wasn't until you started to get games built around the limitations of consoles due to all the money that Microsoft threw around to try to kill PC gaming that movement really started to slow down.
half-life 1 occupies a sweetspot between narrative and gameplay that I honestly kind of enjoy. HL2 started to become setpiece heavy at cost to the gameplay like every shooter from the mid to late 2000s
The Black Mesa incident is literally just ripping off doom, steven king, and a dozen other sci fi stories. HL2 is the first time the half life universe created its own identity.
