The Halo show is for gamers in the same sense that The Boys is for comic book fans.
The only issue with this comparison is that the show is miles better than the comics for once. Well, the first two seasons are anyway.

Because they paid for most of the second season and did a lot of the work before the first season even aired.
That's how all shows normally work. If they didn't start on one season until the previous one aired, it would take years and years between every season of every show.

The second season was finished filming by the time the first was airing. Despite poor reviews and fan reception, season 1 actually had solid ratings.
It makes sense to finish season 2 since it was already shot and they can reuse certain CG assets to cut costs. Streaming services are about having a quantity of exclusive content, not the quality of said content.
