The easier route is to treat Morrowind as semi canon. Treat the Cyrods description of Cyrodil as deliberate misinformation. The Imperials had a low opinion of the backwards Dunmer and probably didn't want them to move there.
Old games are less relevant. Easier to dismiss them than the newer games. Do you think anybody will rage if they straight up ignore Arena? Nobody alive has played Arena so nobody cares about it.
The most painless option is to discount earlier games as having a less clear understanding.
