They were a good mix between having variance while also not coming across as a theme park ride. The tropical theme really lent itself well to this idea. The desert was kind of out of place though.

Pokemon R.O.W.E. is an Emerald romhack but you can start in any town, can get badges in any order, have access to all HMs (which can be used automatically without teaching a Pokemon) and has later gen Pokemon and features like the physical/special split, the dexnav from ORAS, up to gen 8 Pokemon and moves.
Levels scale depending on how many badges you have and if you're playing on Hard (which you should if you're not casual) there are soft level caps so you can't just grind way past the next gym leader.
