Customizing guns, armors, cooking, ... all is more complex than other Fallouts. Base building? Not existent in other Fallouts.

just beaten skyrim without mods and it was a slog, had to abuse game mechanics to give myself overpowered weapons so i can hasten through its garbage combat (even oblivion had better combat)
at least i can now modify the game into whatever i want

Far Harbor in Fallout is better than anything in Skyrim. Skyrim is basically driven by the cool lore, the world is just really good.

That's because whenever you restart it, you are kinda shoehorned into the main quests and the same first quests that always appear - like the Redguard Woman quest.
I have hundreds of hours in Skyrim and only character ever made it to Solstheim. I'm sure there is stuff I have never even seen because I keep remaking characters and starting with the same old shit.

I really hated Fallout 4 for how it shoved its settlement building shit down your throat, it padded out its empty world with fricking settlements to trick you into thinking there's any meaningful content there when the settlement gimmick is just pointless busywork because in the end nothing happens in them other than seeing nameless npcs fill them up and ask you to do everything for them via repetitive radiant quests. Whenever I saw a new location I'd think there's something interesting to be found there up until I see the fricking workbench every settlement has and then I realize that Bethesda just left this empty plot of land for you to build their game for them.

No, I was also greeted by locations that were nothing more than raider/ghoul/super mutant/gunner camps. Goddamn I gave up on that shitty game when I saw a robot racing track, expecting to find some fun quest about betting on robots or procuring some for the races only to discover that the entire place was just a raider camp that instantly goes hostile when they see you. The entire setting doesn't make sense, why does anyone bother living in that shithole when they can't walk for 5 minutes without running into a camp full of monsters or hostile raiders and there are only a tiny handful of non hostile towns the developers actually bothered to make.
Bethesda likes making theme parks, either that or there is so little communication between team members the map just ends up like that. Fallout 3 and skyrim have the same problem
If all the current rumors are true then Bethesda no longer owns the rights to Fallout which is why they are focused on Fallout 76 since it's the last one they can touch. Microsoft has reportedly split the Fallout series between Obsidian and inXile. inXile will be rebooting the 2d isometric series while Obsidian will continue the 3D series starting with New Vegas 2 once they are done with Avowed and ToW 2.
Inexille would be a good choice but I doubt that bethesda lost the fallout license. I would definitely buy a new turn based fallout game
