Streets of Rage didn't seem to have a problem with it's new game when it was just as irrelevant to mainstream audiences so I don't think your point stands. They didn't have to make it memey at all, just a throwback to the original games with some some modern additions that didn't change the game into something so tonally different.
It's not like the Dark Queen is some all time great character but having the antagonist of a notoriously tough video game be a trash-talking dominatrix who taunts you every step of the way was actually kind of clever. Cover her up like that and there's no point in even using the character at that point.
