Suicune was fine because it looked like it was influenced by Koraidon's design, so there was some continuity and it made sense in context.
Raikou is just hideous and should never have been designed.
I get that it is a reference to Kirin, but that doesn't change that the design itself is abominable.

Giraffes are known as Qilin/Kirin in Asia, because Chinese explorers brought some giraffes back from Africa during the Ming Dynasty. The Ming Emperor thought they were the mythical creature known as Qilin that was said to be a golden dragon mixed with a deer that had antlers and cloven hooves.
No theory you can make regarding these paradoxes is without flaw, as the area zero expedition predates the burning of the tower anyway. Why would the sketch artist “imagine” a fusion of three pokemon that wouldn’t exist for decades and were canonically too irrelevant to even be named prior to their reincarnation.
