It's based on wealth and population is the biggest factor, there are mods that scale it higher so you can have bigger colonies, but they need to applied every time you boot.
There's a mod on the steam workshop that lets you lower sex age, I never really used rimjobworld but I did get curious enough to install it once and it said it was incompatible with it but maybe it works anyway. Pretty sure there are also actual e-girl mods

I can't play without Combat Extended, it makes the damage modelling not just RNG bullshit. That said you should really play without it first, CE isn't exactly balanced and it changes so much. Also tends to break other mods if they're not equipped for it.
Otherwise Rimworld is really just a skeleton you add to for personal flavour. As you play you think "I wish it did this" and someone has made a mod for it. I go heavy into transhumanist/mad science shit but there's so many other ways you can go. But if you want a place to start the Vanilla Expanded series covers a little of everything.
If you have all the DLCs, you might be overwhelmed at the start. They each add stuff, and the last two add a lot that assumes you know a little bit about what you're doing.
Go with Rimworld base and Ideology to begin, if you have everything.
Ideology gives you a better win-condition than the base game, quests to have minor small objectives, as well as psychic powers, and better weapon/armor/clothing options.
I actually think it makes the game a tiny bit easier and streamlined, which wouldn't hurt for a blind playthrough.
If you only have the base game, don't worry. It's perfectly functional and you can use it to determine if you want to buy or pirate the expansions.

since they all make QoL changes you can't really live without after having experienced once. You should also consider using 1.4 instead of 1.5 since some mods still haven't been updated yet, plus 1.5 apparently has longer loading times and worse performance overall

there's at least like 30 quality of life mods/furniture mods that are a must, like being able to use hydroponics for something other than fricking rice and cotton. Gloves are a must so everyone doesn't loose a finger every time there's combat, more traits, better traits, like 5 solid race mods that add variety, beware type 5 androids they are like super terminators and can appear in raids and god help you if you don't have energy weapons.
I suggest "More than Capable" or similar mod, normally pawns refuse to do certain jobs even in emergency situations, this will just make them unhappy to be forced to do them. Which if your last standing pawn is bleeding out you'll be grateful that it can at least bandage their own wounds instead of it saying "no I don't want to"

Unfortunately this game is full of nothing but bland backstories and there isn't enough variety in traits to make functionally interesting characters, so you'll have to use your imagination.
Maybe get some mods and make upgrading your colonists the next step. I usually end up with one hyperauged berserker with power claw arms which takes a while. Or you could go rimworld of magic and get a mage upgraded.
