I cant start a new game plus. I beat the game a few days ago and got the true ending and uninstalled. I reinstalled and started a new game and it was not my previous character. I checked everything in the main menu and it wont let me start a new game plus

Regardless of your install-directory most, if not all, applications will install a save-directory on your OS-HDD, e.g. the C-drive.
It's called %Appdata% and it's where applications save user-configs and save files.

Anon there are games like Dark Souls 2 and 3 that do just that, they don't support cloud saves and they'll just wipe the saves as soon as you uninstall. This can also happen if you disabled cloud saves for titles that support them, or if you switched off cloud saves entirely. If you didn't disable them then it's a bug but it's unclear if the morons are the japs or they guys at Valve.

Somehow when I reinstalled games like Cyberpunk, Sekiro, Elden Ring, Bayonetta, New Vegas, Monster Hunter, Ace Combat or guess what. DRAGON's DOGMA 1 the save files are still there.

Even before steam games would ask you if you want to delete your save files when you'd uninstall the game.
you turned off the cloud saves in steam then. turn it back on and download the online file

new game plus doesnt exist in the menu when I uninstalled. It shows the title with the 2 in Dragons Dogma as proof that I beat it but it is not in the main menu
