Speaking as someone who thinks that Gleipnir is one of the best anime/manga in the past decade or so, I can honestly tell you that having a stupid-looking main character design can and absolutely will send it to the depths of unpopularity, no matter how good the rest of it is.
Yes, her design is fine. The entire game harkens back to 90s renders, which were not traditionally beautiful, but the game perfectly nails the look, it is bright, it is colorful and has variety in levels.
I did, beat every level. It's good but a little buggy/jank and the bosses aren't great, however the devs made Sonic remakes and Mania beforehand so I'm not shocked it's a little jank

It's terrific, but Time Attack is fricked because there are glitches that the devs refuse to patch out so all of the top scores are people that bounced over 3/4 of the stage
Still a lot of fun across the board elsewhere, my favorite new release so far this year.

The Spark Electric Jester moron has the same problem(Though his character design is at least better than this.). Needs more diverse platforming structures and excursions though, another misstep and after thought these Sonic gay indie devs and fangame makers tend to have.
It happened when gamergate 2 kicked off, another attempt at breaking the site to appease glowie sensibilities. It immediately tanked all discussion on the site as well, some boards like /misc/ are essentially unusable now.

It has nothing to do with Penny's skin color. Change her to white, asian, or whatever and she still looks just as bad. It's a combination of the lighting, blocky clothing, giant eyes, and the orange on her glove/ankle things (I think sticking with the same shade of purple they used would be a bit better but preferably those things wouldn't even be part of the design). The hat as well could probably go, but then her hair might need to be a tad darker. To me, she looks a lot better in this image because it doesn't have to use the game's lighting and the eyes are a bit smaller.

no other game makes me want to speedrun innately as much. I never really do Time Trial, but even I was excited for it after 100%ing, which I NEVER expected to do anyway, since I pirated the game and just wanted to try it. Ended up finding the game was incredible.

Momentum, movement, physics, etc. are pretty underrated in gaming as a whole. lots of non-platformer games like Apex (for instance) are good bc they have these things. Platforming DNA goes farther than most give credit. In 3D games, it defines a lot of game feel

It has nothing to do with Penny's skin color. Change her to white, asian, or whatever and she still looks just as bad. It's a combination of the lighting, blocky clothing, giant eyes, and the orange on her glove/ankle things (I think sticking with the same shade of purple they used would be a bit better but preferably those things wouldn't even be part of the design). The hat as well could probably go, but then her hair might need to be a tad darker. To me, she looks a lot better in this image because it doesn't have to use the game's lighting and the eyes are a bit smaller.
