the only anglerfish part is the tendril though. Its primarily a whale of some sort. Probably an Orca judging from its mask

People keep them in tub-sized pools with almost no depth, the temeprature is often too high for them, and they pretty much go insane because of the lack of space and companions
Lack of space make them swim too little to the point the dorsal fin get weakened since the orca cant swim fast enough and will go to the surface too often. Its their version of getting fat.

Its like they were afraid that Johtotoddlers might find it too scary if it was allowed to look a bit more like anglerfish (We're tougher than you think Game Freak, you didn't need to make Lanturn into a Fisher Price Toy)

losing fin-feet could be due to evolving to live in the deep ocean so it has no reason to ever come up on land, though that means the anime eyes make even less sense.

Honestly if Lanturn just got a buff to 75 defense 85 special defense, 80 special attack and 70 speed it would be much more usable I feel, even if ground types dominate high tiers it might be able to pull off an assault vest set or stockpile stall set
