I'd be inclined to agree if there was more than about 3-5 mission types - kill person, extract person, blow up object, acquire document.
Ground Zeroes had more variety - I was bored out of my mind with what TPP had to offer before I even beat it once

No, but it really is boring though - most of those games offer far more variety or different ways to change that gameplay up.
TPP fails at that because mechanically nothing really changes throughout the whole game other than walker gears appearing at different places.
The campaign is 50+ hours long, but it's extremely repetitive for that entirety - it's disingenous to compare repeating the same mission types in the same setting for that long is in any way similar to Souls games or fighting games

I think MGS2 is the height gameplay wise. MGS was at its best when it was arcade stealth instead of all-in. It became too slow.
