Depends. If they actually take constructive criticism well, and improve basically everything in Outer Worlds 2, and fire all the writers from the first game and replace them with more talented ones, they might redeem themselves there. But I doubt it.
Avowed will probably be pretty good, since PoE has been a hell of a lot better than Outer Worlds. It'll be good to finally get a AAA first-person fantasy RPG to challenge Bethesda's monopoly on that sub-genre.
In Obsidian's case, I think directors and project leads have more influence on how good the games end up being than some nebulous studio culture. I'm placing the blame for TOW on Cain and Boyarsky being over the hill, personally. Its faults were certainly completely different from PoE's, for instance.
Outer Worlds was caused by old guys terrified of being called "bugsidian" (remember this?) so they made a KotOR/Fallout 4 hybrid with as little ambition or passion as humanly possible. And they hit the window for Fallout 76 backlash perfectly and their decisions paid off.
Deadfire was impeccable fantasy adventure and Outer Worlds was lead by different team and was average
So yes I think they will continue to do good games when Cain and Boyarsky are not in charge of project

If you watch development interviews of Outer Worlds Tim Cain talks about how he is really looking forward to the kids of his family finally playing one of his games.
I think they intentionally created a simpler and more basic rpg for children. Outer Worlds makes more sense when you look at it from this angle.
Bought it day one with no prior knowledge, finished it, stowed it away. I had fun. I felt immersed. So they only way i could understand such harsh criticism around is if people already expected much better. But then that wouldn't be the game's fault, would it?
Yeah I also played Outer Worlds, wandered around shooting and finishing quests and had fun. I don't know what people expected from it, the quests and crew are much better than Fallout 4 and had me invested in the world and it was all created with a fraction of the budget Bethesda has.

Oh no i will agree the "underlying messages" sector was fricking terrible but i didn't read into it and the execution was, in my opinion, good. So while it didn't really made me think afterwards it still gave an illusion of immersion as i played it.
I hope they don't abandon RTWP if they ever make a third Pillars game. Turn-Based is too slow for this type of game IMHO and you don't get the satisfaction of steamrolling through trash mobs when you get powerful enough / or the thrill of thinking you were just engaging a trash mob until you see a bunch of actual threats start coming in from the back and all your per rest abilities have been expended

It's not necessarily fair, but people generally get a lot angrier at unambitious mediocrity than at interesting failures.

outer worlds was fine if not forgettable. i will NOT forget, however, the absolutely horrible skybox shake. just awful.
