Is Toko Taro ever going to make a proper Nier game or is the franchise stuck in gacha hell?

Why do some artist do this? I'm adding them to a blacklist

start with what you have access to
if you want to do stuff with pencils and paper do it
if you have some old paints and brushes laying around or a family member who does that stuff ask them to help you out and get you started
if you have an okay computer you can pick up a wacom tablet and get something like krita for free with tons of tutorial videos on youtube and just start doodling
you'll never get anywhere just sitting around and thinking about it
even one hour a day over the course of time will let you eventually start to make something resembling what you think is art but it takes time and practice and there's no real shortcuts to this
the only thing stopping you is yourself, if you have time to browse this site put that time into drawing in one form or another and keep doing it
don't worry about getting everything perfect the first time, no one does
it's much better to try and draw something and eventually put that drawing down and start a fresh one, each time you'll try different things, focus on different aspects of the drawing and eventually it'll all start to add up into much better pictures and a much faster experience working on them as you learn what you can and can't do well
