Your first mistake was thinking MGS2 was an action game where you sneak around and shoot people. Yes, it's that but it's also a game where the characters and their expositions are the center-pieces, it's almost like a crime visual novel at points. The first four games follow this theme pretty closely, it's only until MGSV that it became a lot more action-oriented with the open-world meme, but they're actually pretty slow video games (bosses notwithstanding) where you sneak around slowly, gather resources, get exposition through the codec and explore your environment.
at least some of them you can skip and miss nothing, like everything involving Rose and all of them once you get to Arsenal Gear
