I always go Moonstone > Lucidity > Redemption on Rakan. The healing/shield amplification is insane, you can throw any champion on life support. Everything else after is situational.
Shurelya's is what you'd think to pick, but Moonstone lets you stat-check most fights.
Plus, Moonstone makes Rakan's Q heal so much more powerful, as its an AOE heal so healing multiple people at the same time (such as around baron or dragon) means your moonstone is firing 2 or 3 times to targets you've already healed, and you can heal like 800-1000 hp across a bunch of people.

I quit league a while ago for my own sanity. But eh. Sure. Why not. Hwei seems interesting, and it looks like they're making genuinely good changes to the map, like making Midlane wider, and bushes farther back so you have more time to respond to surprise ganks, and the game actually emphasizes laning again. I tried moving to fighting games, but there's just something lacking (and no, it's not teammates since I play the game on perma mute.)
