Why not? Kokonoe and Nine were broken at launch, yet Jubei was absolute garbage, literal Bullet tier. And his moveset is 90% cat jokes instead of using his abilities the story tells us about. Imagine if his Drive was swapping places with the opponent instead of the boring shit it is now.

Why not just make them a boss character so they can be broken but have a nerfed playable version for actual fights between players?
