At 1080p you're set for the full (console) gen, assuming no ray tracing. Above that res it's not a good card but yeah, 1080p you're sailing. Nvidia are laughing in our faces by giving it 12GB VRAM when it will never be utilised properly, meanwhile gimping RTX 3070 with 8GB VRAM. Even RTX 3080 is gimped at 10GB VRAM if you want to do 4K gaming with it, not future proof at all.
I think 4K is overrated. Its nice on a 50"+ TV but on a 22" monitor I doesn't make the same difference.

I recently got a 2k 32" monitor and I genuinely can't imagine a practical purpose I'd need it to be 4k for. Maybe if you need it for productive tasks and you actually need the real state, but anything outside that seems like a complete waste for gayming both in terms of cost and performance. I reckon 4k is only really worth it for TVs if you're sitting further away than you ever would from a monitor, and they're massive >50".

2060 super is low enough that it's not really worth it for how much use time you're missing out on before games increase graphics demand and blow it out. Aim for a used 2080 instead if you're going for 20 series.

My 3060 is Palit and it's been just fine so far. Granted I've only had it for a couple months but up to now I don't have complaints, it cools fine, it's not overly noisy, etc. On top of that I have a 1 year warranty from my retailer which on paper isn't as good to what some manufacturers offer but good luck actually getting one of em to accept your RMA if you live in a monkey country like I do.

Good CPUs and PSUs are the least of your concerns these days. 5600X is more than enough for games while being dirt cheap for what how it performs, and my Seasonic GX Gold 850W is going for $180 on amazon right now. Both things combined don't even reach the price of a top shelf GPU.

I've done some tests for shits and giggles on mine and RE2R gets up to a good 11GB usage with everything maxed out + memetracing at 2K. As you may imagine the fps does leave a lot to be desired, but it can get pretty up there.
But for the vast majority of games? Yeah you probably won't get much mileage out of the 12GB. I reckon it's more suited for productive tasks like 3D modeling and shit than it is for gaming.

if it's your first card there's nothing to worry about, it'll do fine until 2033 at least. On the other hand if you're upgrading from say a 1060 or 1070 you should immediately cancel and order a refund kek.

Looking for something that will last several years for 1440 over 60fps (current monitor is 75Hz but I would like to go a little higher for some games but for the most part 60 being stable is good enough and I do feel it is a diminishing return the higher it goes much like resolution that 1440 jump was nice but 4k isn't as big of a difference over good monitor feature set)
I favor AMD a little for a few reasons. I'm going Linux, Nvidia works there fine-ish, but AMD sees a boost in some places, I'm just sick of Window's shit. I've flipped back and forth between green and red over the years and AMD ages better, they launch with shaky drivers but they do steady improve longer and their high ram amounts help.I've gotten much better life out of every AMD card I've had over every Nvidia card I've had.
AMDs ray tracing is smarter done, but shittier now so maybe next round it will improve though overall I don't care that much, feels like its going to take 5 years at least for games to support it for shit anyway. I do like Nvidia's encoder but its not make or break for me. Don't care about shadowplay and at 1440, DLSS is a non-issue (I think AMDs version will catch up but doesn't matter I prefer native resolution and sampling over it over AI upscaling a lower one as it is noticeable even in DLSS 2.0). If I could find a way to convert the 2080s to air or a reasonable way to do a loop I would continue Nvidia, but otherwise its a go for 6800 or wait for its replacement situation for me.
tl;dr Using 1660, have a 2080s that needs a loop, considering 6800 or 7000.
When you say the 2080s is water cooled, does it have a block for a custom loop on it with no tubes or does it have its own radiator? If it has it's own radiator then you can just plug it in and connect the fans cables and it should work. If it's for a loop and need tubes from a setup to be plugged in then I'm confused to why you even bought it and you can probably just go ahead and sell it. The only way to convert it back to air is to get a matching 2080s cooler, probably by getting a sold for parts 2080s on ebay that has a cooler that fits on the reference model board.
As for 1440p60 for a couple years the 6800 should handle that fine since it's sitting at 100-120 there right now.
Its a model that comes with a water block already on it for the purpose of custom loop. As in it needs a rad/hoses/pump/fittings/etc to work. I ended up with it, so I didn't have to buy it, but it seems like to use it would cost nearly as much as a new card as far as I've found. This is paradox I'm in. No luck finding a matching air cooler so far as its a unit that comes stock made for custom cooling. To use a the card I could maybe just get a card and not spend a weekend building it and it would be something newer and likely to last longer without custom loop risk either.
Definitely in range. I'll go up to like 600ish for a card. in that 400 range though I could come close for cooling the 2080s though so anything weaker in that range is only really offering lazy setup. Which I like lazy setup but I'm willing to deal with pain in the ass for a big power gap too though.

Seems the only info source is graphics card and watercooling forums, since the only way to tell is buying the card and taking it apart. As for telling whether a particular card for sale is or not you would have to make a list ahead of time of which brands were using it after doing some digging or making a thread with your concerns somewhere people who collect that info frequent.
I’ve got a 2060 Super that has been an absolute beast, I haven’t found a game it can’t handle yet. It does tend to run a little hot but I need a bigger case and more fans, and a better CPU would really let it run free. But, no water cooling to worry about. A quick Google found them to be between $350-$400 if that’s in your price range.

I would've got at least the 3060ti or 6700xt for $450 but its still a good card for 1080p60fp ultra settings pretty much everything. I wouldn't feel comfortable doing 1440p60fps high unless I had a 6700xt or equivalent. Even 1440p144fps is as stressful as 4k

I think people worry that if it can't play today's games at max then it may not play that one or two high end games they may have interest in that come out in the next few years. AAA is a barren wasteland but every now and then it has a decent title.
That said I do think GPU companies are pushing high frame rates (which in some game types are nice), higher resolutions (4k is marginal 8k is stupid), RTX (barely used and rarely much difference), DLSS (rare use and only if using other gimmicks), and so on to drive people to want new cards. Because I think they know we are closing in on the point of things just being good enough.
1440 is a nice jump, 4k is okay but on a monitor there is no reason to go beyond it. Resolution really being a function of both pixels but also screen size and distance so the returns get less and less quickly. Frame rates are the same, sure there exist a monitor that can do over 300 fps, but will most humans even be able to notice, probably not.
RTX is cool, but its so game specific and being done too many ways. Nvidia does it best, but the stupidest as the cores do frick all for the 99% of games not using them. AMD is more clever in its all core approach but can't pull off the quality as well. In engine global illumination like in UE (think Unity has it too now?) is perhaps a better way forward but still going heavily rely on the hardware to sort it out well. So we are probably a long way off from it being a common feature in the average game.
Games and their graphics are good, draw distance will hit a point where going further won't be visible. Sure those Unreal Engine demo level graphics aren't obtainable in gameplay so there is room to grow, but that type of thing in real time is going to be a much larger jump than a yearly GPU cycle.
GPU companies need a reason to sell cards and until a good high end cheap monitor comes out or AAA removes its head from its ass to be good again there just isn't enough for it.
