Ryu isn't appealing to the west. He isn't outgoing, loud, relatable, charismatic or wienery. Japan loves him but hate his new look in SF6. Ryu's redesign was done to cater to the memelords who keep calling beard Ryu "hot".
SF6 is trying to appeal to North American's so they made Luke the new face of the series, while giving Ryu a goofy theme song and western pandering redesign. What they're doing with Ken is weird, they took away all his energy and gave it to Luke.

they wanted to give character more realistic details but also wanted to keep Street Fighter's guidelines about giving characters massive arms for gameplay readability and public recognition.
It looks off because these two things don't bode well with each other. Either scratch SF's cartoony proportions entirely or don't give this game a more realistic look.
