Is there a reason why NPC's SPECIAL's are so fricked up? Did they just not think it was important to reflect the characters because there's no way to see the stats through gameplay?
I'm curious why they have those weird SPECIALs. Like if it was straight 5s or something, I'd understand. But they're all over the place which implies they did do something with them.

Ulysses seems to be able to see through people. Like the brains at Big MT. He just seems able to cut to the core of what people believe and want, like how he knew Elijah wouldn't be able to resist Sierra Madre
As for Benny, he's sneaky I guess, and travels all over the Mojave

SPECIAL is not a reflection of reality for NPCs. They tossed Caesar the standard Legionaries statline.

According to the stats, House has 10 luck. The fact that he lost his chip by a single day proves that is a lie.
He got lucky by finding you and luring you to the Strip as a saving throw.

You can see it in Baldur's Gate 3 threads as well, talking about how a character's INT or WIS doesn't reflect their personality at all.

I would guess their reasoning is that Ulysses was a legion scout and Benny is great at running away lul.
