The EGO suits and weapons aren't the same as the raw resonance the Library and Sinners have. They're noticeably less potent too and aren't worn outside of work. Regardless of whether or not deterrence was necessary, EGO suits are still able to corrode the user if they aren't trained for it, though that's only ever shown in Wonderlab and ID stories.

I could see all but the Thumb having one. Their clothes are made from the Carnival and the bullets/guns are from Workshops like it was mentioned in DD. Their Hierarchy of classes may be the only thing that can tie to their ''singularity'' or something relating to it.
Thumb seem to just have a lot of high level members. From what we see in ruina they have a bunch of grade-1 level capos on top of the sottocapos, and then a big boss above them. In comparison the index seems much less hierarchical with just scattered proxies and messengers doing their own thing according to the prescripts. What the Thumb lack in gimmicks they probably make up in numbers and military organisation.

My current theory is that the Head for whatever reason needs there to be suffering and trauma. He lets the population explode so that it can be constantly culled. Technologies can improve people's lives but there must be horrible consequences behind it. You can have guns but nothing so powerful or long range that it can sweep through entire blocks without effort. He keeps bullets expensive to encourage people to get up close and stab each other.
Everything is just about maximizing trauma, suffering, and the hopeless grind.
