Not every ID needs to be some busted fricking one man army. She clashes fine and deals decent damage, plus is fast and tanky, and that's just fine as it is.
You forget the part where she got paralysis, weakness analyzed and lowers enemy's clash power of enemies by 2. Oh and there's defense level down, 5 to fricking 8 speed, about 200 HP and so on.
Blows my mind that people constantly forget about how 7s Outis fricks with enemy clash values on top of her debuffs, speed and HP. She's not an ALEPH-slaying gigachad ID like N Corp Sinclair but she has a shitload of value and is easily one of the best clashers in the game. When I was doing my RR2 runs, she was legit able to clash comfortably with her S1 against almost every enemy until cycle 4.

"Enemy value lowered" is just a worse version of "+2 value for your own coins." It's the same as rolling 14 on her S3.

I think it depends on the enemy you're fighting too. Those with lots of single coin attacks (Watchdog, Headless, KQE as examples) are far more easily managed by next turn paralysis as well as this turn paralysis onesiding.

Ah yes, Coin Power +2 if target has +7 Rupture. What an immense advantage when she inflicts 1 Rupture at best and needs a team actively built around this to even work, and even then it's not reliable at all.

Uptie IV was rushed out because PM underestimated gacha player grindset. There's no way you've uptied everything to 4, and with each new ID that comes out is a huge cost to uptie them to 4. Uptie V will come out much later. Canto 7 or 8.
it doens't exactly take much to have a massive amount of threads leftover from boxes. if you just ran MDH clear every week and do dailies with the pass active you'd have loads of them. more than enough to uptie4 the good IDs

Like for Uptie 4 it was clear they only had a real vision for fixing IDs like Reindeer Ishmael or W Meursault, meanwhile they were lazy as frick with just adding +1s in random place and +1 of random status for other ones. Who is going to spend extra resources on trash buffs to get to the hypothetical Uptie EX instead of just using a good ID?
I think PM is being a bit too conservative in the buffs they give around, although from their perspective wouldn't they want to keep numbers as low as possible for as long as possible for power creep reasons.
But I do wonder if we'll get anyother form of upgrading other than uptying or what the uptie cap will be...

They're powerful pierce IDs for the pierce-weak luxcavation though? KK-Ryoshu still has very solid numbers for a release ID.
Chef Ryoshu's s2 hits like a truck but for that paticular luxcavation the rest of her kit hits like a wet noodle.
G-Corp is weak here yes but she's speedy and I can tell the guy put her in there to assist Don's passive. Just because the guy isn't using all the meta units slapdashed together like a gachabrained monkey doesn't make the team nonsense. Theres a clear goal there.

7 Outis is a decent 000 and doesn't need to be more than that.
Not every ID needs to be some busted fricking one man army. She clashes fine and deals decent damage, plus is fast and tanky, and that's just fine as it is.
Her S2 maxroll caps out at fricking 14. She's outperformed by a fricking 0 at clashing.
You forget the part where she got paralysis, weakness analyzed and lowers enemy's clash power of enemies by 2. Oh and there's defense level down, 5 to fricking 8 speed, about 200 HP and so on.
Blows my mind that people constantly forget about how 7s Outis fricks with enemy clash values on top of her debuffs, speed and HP. She's not an ALEPH-slaying gigachad ID like N Corp Sinclair but she has a shitload of value and is easily one of the best clashers in the game. When I was doing my RR2 runs, she was legit able to clash comfortably with her S1 against almost every enemy until cycle 4.

"Enemy value lowered" is just a worse version of "+2 value for your own coins." It's the same as rolling 14 on her S3.

While genuinely helpful, it's 1 Paralysis next turn. 60% of the time it won't even trigger and will vanish because the game's coded like junk, and it lasts for 1 clash at best, meaning it's largely useless against enemies with a halfway decent amount of coins to flip. The only Paralysis source that can really shut down a clash is Legerdemain and KK Hong Lu's S3 (though their low speed sucks)

The 14 is COUNTING the clash power lowered. Otherwise it's fricking 12, with 3 die so you can easily go to 10 or 8 if you're feeling unlucky. I think it depends on the enemy you're fighting too. Those with lots of single coin attacks (Watchdog, Headless, KQE as examples) are far more easily managed by next turn paralysis as well as this turn paralysis onesiding.

Like for Uptie 4 it was clear they only had a real vision for fixing IDs like Reindeer Ishmael or W Meursault, meanwhile they were lazy as frick with just adding +1s in random place and +1 of random status for other ones. I think PM is being a bit too conservative in the buffs they give around, although from their perspective wouldn't they want to keep numbers as low as possible for as long as possible for power creep reasons.

Chef Ryoshu's s2 hits like a truck but for that paticular luxcavation the rest of her kit hits like a wet noodle.
G-Corp is weak here yes but she's speedy and I can tell the guy put her in there to assist Don's passive. Just because the guy isn't using all the meta units slapdashed together like a gachabrained monkey doesn't make the team nonsense. Theres a clear goal there.

When I switch to Quick Suppression there's nothing, and again the enemy has x1 to envy.

But like I said, the enemy had x1 defense against pierce and wrath, so neither of those should've affected it.
