Nah he's shown there's a power beyond the Xeno SS4 forms in one of the more recent Heroes series where they go up against Dark Berserker SS4 Broly and says he wants to attain that form and master it so he remains in control of it.
Heroes is beyond fricking stupid because every new series introduces a dozen+ different powerups because it's just promotional anime for the card game that pulls forms out of it's asses.

Then clearly you didn't read the start of the android/cell arc, and didn't read the buu saga when goku/majin vegeta were fighting, or have forgotten what happens in them.
When Trunks/Goku go SS to spar real quick, It's mentioned that their fight could crack the planet. Later in the arc during the HTC training arc, it's mentioned numerous times that if any of the SSs fought each other all out OUTSIDE of the HTC it would split the earth, and that only the HTC was keeping their destructive fights from spilling over and breaking the planet.
Dipshit Kai also mentions during the Goku/Majin Vegeta fight that the planet quite literally cannot handle the pressure from the fight for much longer, and it's only due to Buu being released that saves the planet.

My favorite part of the internal consistency is when SSGSS Vegito lost a fight and then SSJ2/Rage Trunks was able to win that fight against the same person.

In fairness, if I recall SSGSS Vegito did not lose that fight and in fact was clearly winning quite easily, but messed around and ran out of time because they were unaware of the new time limit bullshit they introduced specifically at that fight which had never appeared before.
Trunks technically won because of spirit bomb sword bs. He also technically didn't win and failed to save his world.
It's pretty trite to say at this point but the ending of that arc is a total mess and would have been much better if Vegito had just fricking won.
Seriously, that ending fricking sucked. Most forced """plot twist""" I have ever seen, and of course it didn't even matter.
The worst part of the ending was writing off future trunks and mai by just randomly planting them in a different timeline/universe, instead of just keeping them around in the main story.
The rest of Super would have improved greatly if Future Trunks was around - he'd be there to train with Gohan, to train young Trunks, to keep up the Vegeta/Future Trunks dynamic that is legit the best character dynamic in the series, it would give him an actual purpose and reason, and they wouldn't have to pull in fricking Tien for the Tournament of Power.

This is the only thing that was stated as fact and Goku and Vegeta know to fight and not destroy the planet, they only go all out on Beerus's planet and in major fights.
Everything else you mentioned is toei filler or headcanon.

It doesn't matter if they're on Beerus's planet or "in major fights". It was noted that Goku and Beerus, who are both substantially weaker than Goku/Vegeta are by even the Future Saga, were splitting apart reality by fighting.
The only way to explain it away is to say that it's specifically because Beerus is a God of Destruction and his Destruction/Hakai powers are more the cause of the unraveling of reality more than the raw power. But it's never clarified one way or the other, and it's just left at "they're both so strong that the universe can't handle them fighting".

It’s stated that Freeza held back because he secretly wanted to fight Goku with his full power. Goku calls him out on it after initially assuming Freeza was being a coward and Freeza acknowledges that Goku was right; he really was after a full power battle.
It’s part of why Goku remains on Namek. He knew Freeza was challenging him to a genuine fight to the death. He even states Freeza could have blown up Namek instantly with a second blast whenever the hell he wanted.

We're never given a reason to believe Goku's conclusion is wrong. Why would Toriyama write that then never contradict it if Goku had the wrong idea? That's even substantiated later when Freeza refuses to blow up Earth as Mecha Freeza (Wanted to kill Goku's friends then defeat Goku), Golden Freeza (wanted to fight Goku himself and end him) or Broly (Straight up said blowing up the planet would be boring and he wants to fight Goku himself).

When Trunks/Goku go SS to spar real quick, It's mentioned that their fight could crack the planet. Later in the arc during the HTC training arc, it's mentioned numerous times that if any of the SSs fought each other all out OUTSIDE of the HTC it would split the earth, and that only the HTC was keeping their destructive fights from spilling over and breaking the planet.
Dipshit Kai also mentions during the Goku/Majin Vegeta fight that the planet quite literally cannot handle the pressure from the fight for much longer, and it's only due to Buu being released that saves the planet.

In fairness, if I recall SSGSS Vegito did not lose that fight and in fact was clearly winning quite easily, but messed around and ran out of time because they were unaware of the new time limit bullshit they introduced specifically at that fight which had never appeared before.

It's pretty trite to say at this point but the ending of that arc is a total mess and would have been much better if Vegito had just fricking won.

Honestly I don't mind the whole "Infinite Zamasu" since it just shows how strong the super dragon balls are. But man so much of that arc was a mess.
The worst part of the ending was writing off future trunks and mai by just randomly planting them in a different timeline/universe, instead of just keeping them around in the main story.
The rest of Super would have improved greatly if Future Trunks was around - he'd be there to train with Gohan, to train young Trunks, to keep up the Vegeta/Future Trunks dynamic that is legit the best character dynamic in the series, it would give him an actual purpose and reason, and they wouldn't have to pull in fricking Tien for the Tournament of Power.
Future trunks can't stick around cause that dude get's shit done to well.
It was very clearly supposed to be an excuse for future trunks to become a normal always present character in the main timeline but they suddenly went back on it, so you get this weird situation where there's a setup for trunks to stay and then they end up making ANOTHER stupid contrived reason to make it possible for him to NOT stay.

It doesn't matter if they're on Beerus's planet or "in major fights". It was noted that Goku and Beerus, who are both substantially weaker than Goku/Vegeta are by even the Future Saga, were splitting apart reality by fighting.
The only way to explain it away is to say that it's specifically because Beerus is a God of Destruction and his Destruction/Hakai powers are more the cause of the unraveling of reality more than the raw power. But it's never clarified one way or the other, and it's just left at "they're both so strong that the universe can't handle them fighting".

Probably around the same level I think, but SSG is just the base form while SS4 is the peak.
They're similar in terms of raw power, but SSG wins out because it uses God Ki which can't really be detected in the same way as normal Ki and thus puts the SS4 user at a disadvantage.
Also considering there's SSGSS and forms beyond that that dwarf SSGSS in terms of strength, the Super characters are way more powerful than their GT counterparts.

If you take PL scaling into account, late freiza saga charcters should be able to blow away masses several hundreds of thousands of times bigger than earther with effort
