The thing is Bamco&it's investors invested on Naruto IP alot.
Enough to commission another Storm game and help to organize the 25th anniversary stuff&events. However, Bamco being israeliteco, has a habit of undermining developers and not taking a feedback from QA allegedly, resulting them to be dissillusioned and doing even bare minimum even if the game planned to have long-term life limit. But Bamco? They are happy as long as investors are happy and numbers are green.
The irony is now that they left whole Storm Connections Marketing/PR thingy for CC2 to handle, and since they are in short on staff at that department, they couldn't do much of promoting at all.
Most importantly, Mainstream Gaming Reviewers don't seem to be paid so they are giving harsh scores due to that, means they won't be able to dismiss the Steam Reviews as "just trolls" lmao.
My prediction is that Investors going to force Bamco's hand whilst CC2 also be doing the same and renegotiate the deal. Bamco are in deepshit as data mining suggest that this game is planned to have way long support with future DLCs n shit. They -probably- won't able to afford to cut whole thing altogether

Back in Storm 4, they added incomplete versions of Kinshiki and Momoshiki for the Road to Boruto story in 2017 and only completed them like 3 years later, when they released them as paid DLC.
Also they did the same with the Edo Kages in Storm 3. Although they hadn't taken the DLC slop pill yet so we got them with the base game in Revolutions.

The Sound Four were actually very weak if you look at characters that came later on, at the time I guess they were considered strong the CM amplified their strength further. I mean, they were defeated by fricking genin ninja. Neji, Kiba, Chouji, etc. It took Lee and Gaara together to defeat that one guy but he was way stronger than all the others, so that seems fair.
Choji butterfly form though gave him power on par with a kage, or so they claimed and Neji was a prodigy of the Hyuga, so if it had been anyone else fighting them they probably would have lost. Their Shippuden versions could easily solo the Sound Four I bet, that's just how weak the Sound Four actually were later on in the series.
Kiba lost (I'm a huge Kiba fan so I'm not even shitting on him to be honest, he did good for one single lone genin).
Shikamaru lost.
Neji is a prodigy genius from one of the strongest clans in the verse, so while he BARELY, BARELY escaped with his life, him winning is believable.
Choji also basically lost. I would argue the real ass pull with choji was Tsunade saving him and keeping him alive when we were told repeatedly that the final food pill would kill him, and seeing the ridiculous power boost that butterfly mode gave him. Anyone have any idea how Boruto learned Flying Thunder God? I don't know why everyone sucks that jutsus wiener so much, it's just teleportation. Not that interesting by itself. I guess now we know that even if Obito was able to kamui away Minato, it wouldn't have actually done anything helpful.
Boruto is a fricking prodigy, maybe Sasuke was aware of the jutsu and taught it to him, though we never see any confirmation that Sasuke knows how to use this jutsu. We know that Naruto apparently learned the jutsu at some point in time, don't know how long it took him, maybe Boruto knew about it from Naruto or learning about Minato. Boruto is just a really sharp person, so I'm not surprised he picked up on it so fast, hell he might have self-taught himself the jutsu. Minato created his own techniques and Boruto is the same way, he makes a lot of his own jutsu or takes jutsu and puts his own twist on it like the invisible rasengan. Minato created the fricking rasengan from scratch but it took him three years to perfect it, actually if anything, the SECOND HOKAGE was the inventor of a TON of jutsu and Minato took a lot of his techniques and built on them. Kakashi even states that Boruto inherited more of Minato's genes/traits than Naruto's, and stated he was a genius. I'm not trying to suck his dick too hard, but people might be underestimating Boruto and why he got so strong during the timeskip. Sasuke also was a really strong ninja as well, so training with him probably only helped him, though we later find out that Sasuke got sealed in a tree/genjutsu or some shit, and Boruto also can utilize the toads and what not, so I figured he trained with the toad sage or whatever. I haven't read the latest chapter so it might explain that. I mean, if he learned Sage mode/jutsus then that just adds even MORE power to his arsenal than he already had.

Boruto takes after him more, also I don't know everyone in Naruto's lineage but the Uzumaki clan was known for having large chakra reserves and stamina compared to other people. Kishimoto never delved deep into Naruto's family tree/lineage, like we don't know anything about Kushina and Minato's parents, but we know that Naruto is the inheritor/reincarnation of Ashura, or his spirit at least. I don't know if Boruto inherited that or what, figured it ended with Sasuke and Naruto though.
Boruto is built up as this super ninja because he is both a genius and has a lot of stamina, so it's like he inherited all the best things from both Naruto's side of the family and Hinata's side of the family, despite not having the Byakugan he still has Hyuga genes in him.
