Sekiro is a proper evolution of what Tenchu was and was overall better designed around itself on top of that, as someone who played Tenchu at the time and enjoys the series. The only part of Tenchu that specifically is focused on stealth kills over Sekiro is the rating system, and that is mainly used to get reward items which almost entirely help in combat. Meanwhile there's no stealth alternative to boss fights so even playing purely stealthily you still have to fight which you get no practice in.

When you play Sekiro it feels a lot like modernized Tenchu though. The moment you realize theres a separate ledge grab button you realize From Soft propably dusted off their old Tenchu 3, playtested it and got frustrated when Rikimaru kept grabbing ledges in small tight areas (like the rainy village level). And one big improvement old Tenchu games needed was the combat. Yeah you're not supposed to actually fight any guards at all but you're still required to fight bosses.
What's really ironic is that Tenchu 3 had a bunch of different moves available without being limited to picking one so if anything Sekiro could have improved more on the combat side.

sekiro also took tenchu's "instakill unaware enemies" mechanic and refined it into stealth deathblows
