Voice Actors for games, english dubs of japanese games, and the like are like a step below the usual voice actors who not only do voice acting but also act in some movies. Unless you're a part of the upper limit of actors turned voice actors, you're not going to make SHIT for money.
So why would there be a big pool of voice actors pursuing this sort of job when it pays so little? Passion may count for something but it isn't going to fully pay the bills when you're pursuing a career that is like E/F-Tier Acting in the payment department. So since the pool shrinks, the people in charge of dubs who are with localizers usually just hire people they know and it's no secret that localization companies in general are nepotistic as frick.
But the generation of e-celebs with pre-established audiences on YT and other platforms broke open a new pandora's box for cheap voice acting dub payments. Since there's literally nobody else actively pursuing these jobs, they go to the Youtubers instead because not only can they pay cheap, the money might be guaranteed because your modern e-celeb worshiper are guaranteed sales.

CohhCarnage, a so-called Yakuza "superfan", who was one of the people with a cameo in the Isshin remake, played Y7 with the english dub from Day 1 and said he preferred it (without ever listening to it in japanese first). Normalgays, and especially americans, do not care about voice acting at all, so long as it saves them from having to read a single line of dialogue and due to their inherent insecurity they will talk shit about anyone who prefers the original.
