A similar situation happened to Hiroki Narimiya, who portrayed Masayoshi Tanimura in Yakuza 4. About two to three years after the game came out, he was falsely accused of doing coke. He later was found innocent, but he retired from acting because of the experience. When the remaster of 4 came out, they replaced his character model and voice, probably because he either refused, had a weird contract policy, or something.

Frick no it's not the best. It's good in my opinion but some of the changes to the original's design are just genuinely not good, while others are smart or pragmatic. I can even say it's straight up not as good as the OG title overall, nowhere near as tightly tuned and wound up and still missing story bits for no explainable reason just like the previous remakes, but it's still one of the better non-classic RE titles.
Played it, it was amazing, moved on.

VAs can become more like producers under the AI boom - the VA creates a "voice" with all the speech patterns necessary to make said "voice" unique to the character and then the AI utilizes it and produces the lines and the audio is edited based on input from the VA (maybe) or the voice director

Having played all the re games in japanese ever since they started doing japanese dubs I'd say they are either slightly worse or equally as bad as the english voiceover. 4make is the first one where I'd say japanese is better than the english one but not as good as the original 4 which mogs them all. 6 has unironically the best voice acting.
I haven't played RE3 or RE4 remakes in japanese but I've played RE2 within both dubs and this is the ONLY time I can say that the voice acting in English is better.

Honestly, I think the best course of action for Capcom is to have Lily Gao go back in and re-record her old lines alongside any new recordings for the inevitable Assignment Ada DLC.
