It's probably because choosing an ending, let alone cementing something as it is and not backpedaling later, means they'd have to actually consider lore before and after, and that is too much for the pea brains of the subpar writers.

It's SUPPOSED to be about a conspiracy that started a robot war, and then shut down the heroic organization dedicated to fighting the war, leaving disgruntled former members to battle as fugitives.
Unfortunately, next to nothing you do in the game reflects this. The plot in the present day barely moved after the game being out for years. They claim they'll fix this in 2, but I'm not sure I believe them yet.
