Not Worth the effort to port. Xbox owners play AAA titles only and they are used to smaller games coming to gamepass. They may pay for elden ring , GTA or some ubislop but they aren't paying for some niech nip game.
The audience is just not there. The PS4 era was full of Japanese titles skipping the Xbox one or coming later on that means people who are into these games built their library on PlayStation and they'll continue to be on PlayStation. Stuff like Yakuza 0 which I consider a must play and one of the best AA Japanese games came to Xbox 5 years later. Persona 4 got an Xbox port just 2 years ago same with 5. Cyber sleuth and world next order still have no Xbox port.
I doubt anyone who likes smaller Japanese titles bought an Xbox and with gamepass becoming too normalized alongside the series s being a pain devs aren't gonna bother for a port that Will sell 50 copies.

In default none of these game were coming to Xbox most likely but with how Phill was trying to get more Japanese titles they probably struck a deal but mvc 2 is too old so he probably ignored assuming most Xbox sex owners are too young to care about retro titles like These. After the backlash I do think he will ask for a port.

That, and Capcom is focusing more on PC now, so they're probably fine not having it on a console.
MT Framework support for next gen consoles and for Xbox One has stopped for some time now, notice that PS5 has no native version as well, they have to use backwards compatibility to play it
