The modding scene in general for Fallout 3 was really underwhelming, barely any actually complex mods. In fact same can be said for Fallout 4's modding scene. Why is the mod selection for Bethesda's Fallouts so lackluster but for the TES games they are vast?

NPCs from TP were heavily stylized and some of them looked really cute. Oblivion has uncanny potato people and it doesn't look intentional at all.

They didn't even model the faces. Oblivion uses FaceGen. They're still using FaceGen for all the NPCs and the player character in their games today. It is just shit graphics that is the issues. Low quality textures + low quality lighting + shit tier skin shader = terrible looking faces regardless of how accurate to real people the base mesh is

Oblivion is the ugliest game of all time and it gets uglier every year. It could coast by just by looking 'new' in 2006 but the quality of the assets and art direction are fricking terrible.

One of the flaws of Oblivion, yes. As are the copy-pasted dungeons. As are the same 3 voice actors through out the entire game. Still love the game to bits.
It was a massive leap from their previous game. Yes it was not good but considering where they started it was still impressive.
