I'm really not a fan of choice scarf in competitive either. It's only fair in situations where you wouldn't be one-shot---really, two-shot. Only fit for low power level metas.

Weakness Policy was only a problem because you could double your HP to take the same amount of damage as a regular super effective hit.
WP wasn't that bad even with Dynamax, just meant you had to have control Pokemon
Even so it's a flawed item for punishing the opponent for playing the game properly.
It’s a high risk, high reward item. And plus, pressing the super effective button can sometimes be a noob trap and an improper play. Sometimes you want to use neutral attack with higher accuracy or utility. Sometimes the neutral hit does more. Sometimes the utility so strong its worth using it when its resisted.
In any case, if you see a bulky ass Pokemon like Dragonite, you should use Knock Off first.

The only thing that pissed me off about WP shenanigans in Swsh was that WP activates before it gets knocked off. The metagross era was fricking obnoxious.
And if you use Knock Off then people are going to roll Dragon Dance because you have a free turn. Replacing a problem with another problem isn't a solution.

We have items that are far more specific when it comes to the type of move used that are borderline useless (Luminous Moss, Snowball, Battery, Water Bulb) due to the fact that these are +1 boosts. WP should naturally be decreased to +1 in order to make it in line with items with far more risk to use. WP is low risk; you should assume that your Pokémon will be hit with a super effective move.

That’s a stupid comparison. Aside from those items being shit items, they all activate based on a specific type, while Weakness Policy activates based on what you’re weak too. Even if Luminous Moss was actually good, you could always put it on a Water resistant Pokemon or use weak Surf or something. Weakness Policy would only activate if you’re weak to Water under the same conditions. This means that Weakness Policy has high risk as you often die to super effective attacks or take significant damage (unless you Dynamax or are Dragonite).
