Supposedly Toby offered a refund multiple times, and made it clear that if the character was to be in the game as the backer wanted, it could only be as an extremely hidden secret. Perhaps because he knew that it wouldn't really be fair to make someone pay to have a character in game that few will likely ever see.
Backer didn't relent, so we got what we got. If he had just said "yeah ok, I don't mind removing all the obvious fetish shit" his character might have been as prominent as Muffet was.
