So, obviously every outlet with their own awards is different with different rules but if we're talking about Geoff Keighley's The Game Awards, the way that works is modeled after the Academy Awards, sort of
basically there is an inner circle comprised of representatives from Microsoft, Sony, Nintendo, AMD, Valve, EA, Square Enix, etc - this consortium doesn't get to actually vote on who wins what awards or who gets nominated
That consortium then collaborates to select an academy of dozens of journalists, industry commentators, other industry experts. People who are supposed to be impartial. Recently they expanded it to contain a lot of non-English speaking experts and journalists as well, so GK has put a lot of work into making this system as "legit" as possible.
So this academy (usually grouped by outlet or platform) then nominates multiple games for each category. However - not every academy member is invited to make nominations for each categories, but generally this only relates to like esports figures and shit nobody cares about. From these nominations, the games that have the most nomination support from the academy are the official nominations.
The only real rule is that the game must be released before the cutoff in November. If it's released after, it's eligible for next year (but often these games get lost in the shuffle)
Finally the nominations go live. All members of the academy vote on each category, and their votes are weighted at 90%, and then there's also a public vote, which is weighted to 10%
So in short - Phantom Liberty could've been nominated for GotY last year, and it was nominated for a bunch of other categories like Best Narrative. It just didn't have wide enough support.

Players who felt comfortable beating a boss at a lower soul level were welcome to do so, and players who had trouble were welcome to farm and level up to get more powerful. By scaling encounters to an arbitrarily 'hard' difficulty based on how many scadutree fragments you have, it ruins the balance.
Return to dark souls 2. A gauntlet of enemies in a level followed by a boss. You cant always run past enemies to the boss. A real adventure in a crafted world, not open world filler garbage

Most places that gave GOTY awards used to have a "Best Expansion" category back when devs actually made expansion packs, but those died when piecemeal DLC became common.
