In the original beta plotline, he was supposed to be traumatized government agent suffering from PTSD after his experiences in Racoon City, and he was on a personal rescue mission to retrieve a kidnapped Sherry Birkin, not the president's daughter.
I'm glad they're returning to the game's beta roots and reusing some of the canned concepts to make up for it.

Depends, we don't know the background circumstances of the remake. The US forcibly employed him because of his experience with bioweapons to begin with. For all we know, Leon's doing this out of his own volition and the US already sent other agents to find her, or he's is still has some of that wisecracking action man attitude he had in the original.
However, give or take his lines at the end of the trailer and the fact that it looks like he hasn't slept in days, seems to indicate he's a little messed up.

This is what happens when you get a team of developers who are embarrassed over the source material and deathly afraid that people will make fun of them. The jokes are cut because people might think the jokes are cheesy and make fun of it.
I called it the moment that the first reveal of Ashley showed that her ears were covered. They saw all the people joking about Ashley's big monkey ears, took it seriously, and changed it so that nobody would be able to mock her design. Everything in the game will be safe and generic, and it will be shit. Creators cannot produce anything worthy if they are hampered by their fears like this. It's pathetic.

The development staff is Japanese. The people localizing the game for the English VOs are using the Japanese script as their source. The Japanese writers likely don't know English, so when they played RE4 they read the Japanese subtitles, which has less jokes and Leon is overall a more reserved character.

Peter Fabiano doesn't work for Capcom anymore, in addition, the Japanese script writers likely want to write their own story based on the RE4 they played. Western writers usually add stuff when they bring the script over and translate it for the English VO (think Heisenberg calling Chris a "boulder punching butthole", which is different in the Japanese version, where he calls him a gorilla).
Boulder punching butthole was funny but for an autistic lore guy it must be the downfall of the franchise (how does he know he punched that Boulder?)

The Dialogue and Text managers for the RE2 remake were all Japanese. These guys write the script under supervision and influence of the directors and producers on the project, and then the script is passed along to the script adaptation guy, who adapts it for the English version.
Peter Fabiano had influence on the staff and assisted in having RE7 and the last two remakes come out the way they did in terms of style, but he has since departed Capcom.
It's really only in Damnation. If you go back to Degeneration, he's pretty stoic, and in Vendetta he's aping Chris' RE6 character arc.
