    Revenge is not bad. Never once when I have taken revenge have I ever felt worse or the same. It has ALWAYS made me feel better, more relieved and has allowed trauma to actually start healing. Taking a life as revenge is arguably bad but short of that, revenge is what a person should always try and achieve.

        Well, first of all, giving this amount of freedom to law will INSTANTLY make your country into unchecked tyranny of law enforcement forces. The very fricking attosecond this law would be passed. And you would be in the first rows of victims.
        As for doing it outside of law - it is being done already, but getting hassle over each "goverment had killed another prisoner" is not worth it for the goverment - better to let him out and kill, "while he was resisting arrest armed".
