It makes sense, Claude only argues that Rhea and the church pushes for isolation in 3 Hopes, because he ironically never spent any time in the church and so knows jack shit about Fodlan. His actions are all based on his own preconceptions, that's why he's a moron in Hopes. Claude in 3 Houses actually outright questions that very notion.
Dimitri similarly in 3 Hopes never went to church and never really spent time with the the commoners so as a person who isn't religious he doesn't know the actual role in their lives. He just knows that they rely on it, and sees their reliance as an obstacle. The same is true for his reign, time at Garreg Maach forces him to grow the hell up and to realize that the church has nothing to do with arranged marriages or internal Kingdom politics. But Hopes Dimitri didn't have that experience so he never really matured.
This is the same company that, with Fates, did about all that they could to make people like Azura and Hoshido only for people to like Nohr better instead. They seem to have a record of being out of touch with how their own characters come across.
