I love the Saturn, I'm just sick of its apologists constantly claiming dithered transparencies looked fine or in anyway comparable to real transparency over composite, they look just awful.
SSF has a proper 3d transparency option.
It varies from tv to tv. Some of them flicker badly or have disgusting rainbow effects. Others look quite good.

That's the rub with composite effects, shit varies wildly. Even that Sonic 1 waterfall example people like to use may end up looking too clean depending on your CRT and Mega Drive model, even if you're using composite.

You might want look into how CRT's work a bit more. Even accepting scanline in the sense meaning the black lines across the picture, there are exactly the same number of them on any CRT displaying the same picture.

I assume you mean why it looks so sharp. It's because PVMs have more of them due to being used for industry work (lower end ones were used for surveillance) and it uses a slot mask as opposed to a shadow mask that most consumer sets used.

Sadly no, but thankfully my local arcade did have something somewhat similar in the form of Motor Raid. It was easily my favorite game they had and it was heartbreaking when it broke and they got rid of it.
