Pirates didn't fight skeleton ships. The whole point of being a pirate is supposed to be about harassing merchant/trade vessels. Its literally what pirates did. They somehow made a pirate game with zero piracy.
If you think that's bad consider, it's a pirate game where gold has no value and the only thing to actually do piracy for is clothing and paint jobs. With all the good cosmetics locked behind a f2p-style cash shop.
I remember playing this game when it released solo and it was impossible to do anything. I returned with 2 friends, we had a blast for a few hours but then realised how shallow the game is and never went back to it.

They've had NPC skeleton ships you can fight for a long time. Also you can be a pirate by sinking other players.

A $40 with as little content as SoT shouldn't have a cash shop.

I want a fictional Navy or Pirate Hunters to fight. Skeletons are boring.
Forget Season 7, Season 8 is where it will actually get good.
