Considering Rockstar wants to make this GTA game a live service thing and they even promise new cities and missions to be added onto the game post launch, i hope there's cities on other countries, specially places like Cancun or Cartagena, i mean it would make sense, the protagonist is a Latina and both of those places are Hispanic versions of Miami.
They wont make single player content for these new cities. Look at gta 5 and rdr2 both didnt get andy single player dlc.
