In tf2's case i don't think so, the game is casual haven and having items that allow different playstyles while not being broken or useless is the best way to balance it.

Valve are brainlets and thought that if they balanced every weapon that they'd see more use in competitive, but that's a fool's errand because it's an FPS and everybody will use the same loadout every time. CS is AKs/M4s and AWPs. 6v6 is designed the way it is because that's the only way you get a decent competitive game. Highlander sucks from the getgo because there's no reason to get on mid until one Sniper kills the other. Valve should've just kept the items fun and let competitive players run their own servers/lists.
